About the Author
DR. ROBERT G. WIRSING is Professor at Georgetown University's School of Foreign Service in Qatar, State of Qatar. Major published works include: Ethnic Diasporas & Great Power Strategies in Asia (2007); Baloch Nationalism & the Geopolitics of Energy Resources; The Changing Context of Separatism in Pakistan; Fixing Fractured Nations: The Challenge of Ethnic Separatism in the Asia-Pacific (2010). His recent research focuses primarily on the politics and diplomacy of natural resources (water and energy) in South Asia.
DR. CHRISTOPHER JASPARRO is Associate Professor at the US Naval War College, USA. He is a geographer specializing in environmental and non-state security threats. Recent publications have appeared in Geopolitics, Water Policy, and Jane's Intelligence Review.
DR. DANIEL C. STOLL is Associate Dean for Academic Affairs at Georgetown University's School of Foreign Service in Doha, Qatar, State of Qatar. His research interests include the role of multilateral institutions in the international system, as well as US foreign policy in the Middle East. He is co-editor of and contributing author to The Politics of Scarcity: Water in the Middle East.

An interesting study with some major gaps

The three authors state that the purpose of their book is to examine the future of inter-country water relations in Himalayan Asia. But having acknowledged the broad extent of Himalayan Asia, the authors say that their study is restricted to just four of the 17 Himalayan river basins -- the Indus, the Ganges, the Brahmaputra and the Mekong.
This is an interesting study with good insights and strong arguments at times, including some gloomy predictions. But it pales in comparison to Brahma Chellaney's pioneering study "Water: Asia's New Battleground" (Georgetown University Press, 2011), which deservedly won the 2012 Bernard Schwartz Award. One reason is the narrow scope of this book, limited as it is to four river basins. Another reason is the excessive focus on India-Pakistan relations, even though these relations are governed by a water-sharing treaty of indefinite duration that provides for international dispute settlement. The book does not adequately cover the various aspects of China's problematic riparian relations with countries of Southeast and South Asia, including Beijing's continuing construction of megadams on transboundary rivers and its unwilligness to sign a water-sharing treaty with any neighbor. A third reason is the book's disjointed structure. Some essays in the volume are well researched, while others are patchy. The different sections written by each of the three authors do not fit properly to give the book the needed coherence and thematic thrust. One example is the inclusion of a non-Himalayan section on the Middle East in the volume.
